Privacy Policy

Edition dated: January 21, 2026 This Privacy Policy (hereinafter referred to as the “Policy”) defines the procedure for processing and protecting personal data of users of the website https://aser.uz/ (hereinafter referred to as the “Website”), operated by JSC “Agency for Strategic Development” (hereinafter referred to as the “Operator”).

The Policy has been developed in strict accordance with the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan dated July 2, 2019 No. ЗРУ-547 “On Personal Data” and other normative legal acts of the Republic of Uzbekistan.

By using the Website and filling out feedback forms, the User expresses his/her full and unconditional consent to the terms of this Policy.

1. GENERAL PROVISIONS 1.1. Personal data operator: JSC “Agency for Strategic Development”, a legal entity registered in accordance with the legislation of the Republic of Uzbekistan, processing personal data. 1.2. User (Data Subject): Any individual who visits the Website and/or provides his/her personal data to the Operator through forms on the Website. 1.3. Personal data: Information recorded on an electronic medium relating to a specific or identifiable natural person. 1.4. This Policy applies to all information that the Operator may obtain about the User while he/she is using the Website.

2. SUBJECT MATTER OF THE POLICY (CATEGORIES OF COLLECTED DATA) 2.1. The Operator processes the following categories of personal data voluntarily provided by the User:

  • Surname, first name, patronymic (if any);
  • Contact phone number;
  • Email address;
  • Company name and position (in the context of B2B interaction);
  • Other data provided by the User in the “Message” field or in attached files.

2.2. The Operator automatically collects anonymized technical data (using cookies and analytics counters):

  • IP address of the device;
  • Browser and operating system information;
  • Date and time of Website visit;
  • Addresses of requested pages;
  • Source of referral to the Website.

3. PURPOSES OF PERSONAL DATA PROCESSING The processing of the User’s personal data is carried out exclusively for the following purposes: 3.1. Provision of services and consulting: Processing incoming requests, providing information about business consulting services, investment consulting, and marketing research. 3.2. Conclusion and performance of contracts: Preparation of commercial proposals, draft contracts, and other documents necessary for cooperation. 3.3. Communication: Establishing feedback with the User, including sending notifications, requests, and information related to the use of the Website. 3.4. Marketing (subject to separate consent): Sending newsletters, analytical reports, and information about the Operator’s events. 3.5. Analytics: Conducting statistical and other studies based on anonymized data to improve the quality of the Website and services.

4. LEGAL BASIS FOR PROCESSING The Operator processes personal data on the following grounds:

  • Law of the Republic of Uzbekistan “On Personal Data” (ЗРУ-547);
  • Charter of JSC “Agency for Strategic Development”;
  • User’s consent to the processing of personal data;
  • Contracts concluded between the Operator and the User (or the legal entity represented by the User).

5. PROCEDURE AND CONDITIONS OF DATA PROCESSING 5.1. Actions performed on data: Processing includes collection, recording, systematization, accumulation, storage, clarification (updating, modification), retrieval, use, transfer (provision, access), anonymization, blocking, deletion, and destruction of personal data. 5.2. Data localization: In accordance with Article 27-1 of the Law of the Republic of Uzbekistan “On Personal Data”, databases containing personal data of citizens of the Republic of Uzbekistan are processed and stored on technical means (servers) physically located in the territory of the Republic of Uzbekistan. 5.3. Processing period: Personal data is processed until the purposes of processing are achieved, until the need for their achievement ceases, or until the User withdraws consent, unless otherwise provided by law. 5.4. Confidentiality: The Operator and other persons who have gained access to personal data are obliged not to disclose or disseminate personal data to third parties without the consent of the data subject, unless otherwise provided by law.

6. TRANSFER OF DATA TO THIRD PARTIES 6.1. The Operator does not transfer the User’s personal data to third parties, except in the following cases:

  • The User has given consent to such actions;
  • The transfer is necessary for the User to use a specific service or to perform a specific agreement or contract;
  • The transfer is provided for by the legislation of the Republic of Uzbekistan (including upon request of a court or authorized state bodies) in accordance with the established procedure.

6.2. The Website may use web analytics systems (e.g., Google Analytics, Yandex.Metrica), which collect anonymized data in accordance with their own privacy policies.

7. USER RIGHTS In accordance with Law ЗРУ-547, the User has the right: 7.1. To receive information regarding the processing of his/her personal data (grounds, purposes, terms, methods of processing, etc.). 7.2. To request the Operator to clarify, block, or destroy his/her personal data if the data is incomplete, outdated, inaccurate, illegally obtained, or no longer necessary for the stated purpose of processing. 7.3. To withdraw previously given consent to the processing of personal data. 7.4. To appeal the actions or inaction of the Operator to the authorized state body or in court.

To exercise these rights, the User may send an official request to the Operator using the details specified in section 10 of this Policy.

8. SECURITY MEASURES 8.1. The Operator takes all necessary legal, organizational, and technical measures to protect personal data from unlawful or accidental access, destruction, alteration, blocking, copying, provision, dissemination, and other unlawful actions. 8.2. Security measures include: appointment of responsible persons, restriction of the list of employees with access to data, use of secure communication channels (SSL protocol), and antivirus protection tools.

9. USE OF COOKIES 9.1. The Website uses cookie technology to personalize services and improve user convenience. 9.2. The User may prohibit the storage of cookies in his/her browser settings; however, this may lead to incorrect functioning of some Website features.

10. FINAL PROVISIONS AND DETAILS 10.1. The Operator reserves the right to amend this Privacy Policy without the User’s consent. The new version of the Policy takes effect from the moment it is posted on the Website, unless otherwise provided in the new version of the Policy. 10.2. This Policy and the relationship between the User and the Operator are governed by the current legislation of the Republic of Uzbekistan.
